1. Joint Venture and Production Sharing Contracts Experiences and the Way Forward

Abstract:
This paper presents the current investment funding arrangement between the government and the investors which are typically Joint Venture structure (JV) or Production Sharing Contract (PSC). Based on the pros and cons, and experiences of third-world/developing countries, another novel approach of funding major capital investments in deepwater and offshore oil explorations is proposed. This funding option will exploit the advantages of both JV and PSC.

2. Human Capacity Development – experiences from Sub-Saharan African Countries

Abstract
This paper presents the experience of developing human capacity in the oil and gas sector of developing countries in Sub-Sahara African countries. It will focus on how to build human capacity and necessary infrastructure and how to ensure full participation and benefits are derived from oil exploration by the government and citizens. The case study described in this paper will focus on the best practices and lessons learnt from other developing countries on human capacity development (training and development), the role of having expatriate, setting appropriate expatriate quota, and having all front-end loading (conceptualisation, engineering design, fabrication) work in-country, etc. The paper concludes by stating the role government need to play to ensure human capacity development framework and vision are set with scorecards that will be used to measure success. In addition, government need to provide conducive and enabling environment, and regulation for the International Oil Companies (IOC) to follow that will enable level-playing field for local firms (local content), partnering with local firms to develop human capacity and allowing local companies to participate in oil exploration.
